The National Operation Council (CNO) of Colombia approved on 4th of August (Agreement nº 1579) the presence of Barlovento Recursos Naturales S.L. in the list of companies authorised to issue the technical opinion for the estimation of the series of horizontal solar irradiation and ambient temperature and the verification of the constants of the equation corresponding to the losses due to ambient temperature of the photovoltaic solar plants. This agreement was ratified by subsequent Agreements No. 1597 of 1st of September and No. 1646 of 1st of December.
The Colombian Energy and Gas Regulatory Commission (CREG) defines in Resolution CREG 201, the methodology to determine the firm energy for the Reliability Charge, ENFICC, of solar PV plants. The technical opinion is part of the process of determining the ENFICC for solar photovoltaic plants.
Barlovento is also part, since 2018, of the list of entities authorised to issue the technical opinion for the estimation of the historical series of wind speeds, the net effective capacity, the conversion factor of wind power plants and the operating range of the power - wind speed design curve of wind power plants.
